Leslie Blevins is the Public Relations and Communications Manager at Bristol Tennessee Essential Services (BTES), a municipally owned electric utility that also offers Internet, telephone, and cable television services over a fiber optic network. Leslie is responsible for BTES’ public relations and marketing efforts and the organization’s quality and award program. She holds a Bachelor of Arts degree in English and Sociology and a Master of Science degree in Digital Marketing from East Tennessee State University.
In 2017, she led the BTES team in receiving the Malcolm Baldrige National Quality Award. She is a master examiner with the Tennessee Center for Performance Excellence (TNCPE), received the TNCPE Champion of Excellence award in 2017, and currently serves on the Panel of Judges.
Leslie is a two-time Past President of the Rotary Club of Tri-Cities, served as the Public Image Chair for Rotary District 7570 from 2016-2020, and served as the Administrative Assistant Governor for Rotary District 7570 in 2022. She received the Rotary 110% Award in 2018 and the Douglas A. Newton Excellence in Communications Award in 2019. She currently serves as the Administrative Secretary of her club and is on the District Awards Committee.
Leslie received the Tri-Cities 40 Under Forty designation in 2012, was honored with the BTES Personal Service Award in 2014, and is a 2016 graduate of the LEAD Bristol Program. She currently serves on the Board of Directors of the Parent Teacher Organization at Bluff City Elementary School and coaches a cheerleading team at the school.
