Broadband Grant Program Leader

Jen is a distinguished leader in state governance with a strong focus on grants management and funding
allocations. She successfully created and administered a diverse portfolio of grant programs for the state
of Georgia as well several private-sector grant programs helping validate compliance with funding
guidelines and regulatory requirements. With over a decade of experience in grants management and
administration, Jen has consistently demonstrated her commitment to driving impactful change through
effective funding allocation and management. As part of RSM’s grants management practice, she serves
the state of Georgia and Vermont, and she is a technical adviser on BEAD and broadband programs
across the country. Jen began her public service career writing and administering federal and state grants and developing
policy in the state of Georgia. In her most recent role with the state, Jen led the direction of over $13
billion dollars in grants for Georgia at the Governor’s Office of Planning and Budget with a
focus on broadband infrastructure programs. Her visionary leadership and strategic allocation of
resources have been instrumental in advancing broadband access and connectivity statewide. In addition
to her work on the state’s Broadband Equity Access and Deployment Program, Jen created and
administered programs under Coronavirus Relief Funds, American Rescue Plan State and Local Fiscal
Recovery Funds, Capital Projects Funds, Emergency Rental Assistance, Homeowners Assistance Fund,
Governor’s Emergency Education Relief Fund, and the Infrastructure Investment and Jobs Act. During
her time at OPB, Jen established and implemented a diverse portfolio of programs including, but not
limited to, broadband infrastructure, water-sewer infrastructure, housing, victim’s services, public health,
and economic impact grants.
