Chuck is a seasoned broadband industry leader with over two decades of experience driving innovation, expanding fiber networks, and advocating for rural connectivity. As a key executive at All Points Broadband, he leads the company’s industry engagement, new fiber market development, and mergers and acquisitions, ensuring the delivery of utility-grade broadband to underserved communities.
Before joining All Points Broadband, Chuck co-founded and spent 13 years growing Shelby Broadband, a highly successful hybrid-fiber-wireless provider that was later acquired by All Points Broadband. His leadership in the industry extends to serving as President and Chairman of the Board for the Wireless Internet Service Providers Association (WISPA), as well as being an active member-representative of the Fiber Broadband Association.
Chuck has played a pivotal role in securing broadband funding, successfully leading efforts that resulted in multiple years of Virginia Telecommunications Initiative (VATI) funding, as well as grants from the Rural Digital Opportunity Fund (RDOF), the Kentucky Broadband Improvement Plan, and the Tribal Broadband Connectivity Fund. His expertise spans managing location data and data intelligence, as well as creating initial feasibility designs for broadband expansion across 26 counties in Virginia and Kentucky.
He holds a Bachelor of Science in Business Administration with a focus on Information Systems from Xavier University.
